Fannie Nkosi, a suspended police official, is at the center of an alleged plan to sell advanced cellphone surveillance technology to eSwatini, according to evidence presented at the Madlanga Commission of Inquiry. The commission examined WhatsApp conversations from the late taxi boss Jotham "Mswazi" Msibi, who allegedly presented the deal to Czech authorities as a South African Police Service operation.
The investigation uncovered encrypted messages suggesting a R19 million deal involving Spy-Tech equipment. The commission also reviewed WhatsApp exchanges extracted from Msibi’s phone, revealing discussions about a R3.5 million trip to London. These communications allegedly linked the deal to a broader network involving officials like Nxumalo and Mashazi.
Evidence included a police stamp and secret chats, indicating possible misuse of SAPS as a front for the transaction. The case highlights concerns over corruption and the use of digital tools in illicit activities. The commission continues to probe the extent of the alleged conspiracy.
